The Route to Green EU

LIFE is the EU’s financial instrument supporting environmental, nature conservation
and climate action projects throughout the EU.

About LIFE Programme

LIFE began in 1992 and to date there have been four complete phases of the programme (LIFE I: 1992-1995, LIFE II: 1996-1999, LIFE III: 2000-2006 and LIFE+: 2007-2013).

The European Commission (DG Environment and DG Climate Action) manages the LIFE programme. The Commission has delegated the implementation of many components of the LIFE programme to the Executive Agency for Small and Medium-sized Enterprises (EASME). External selection, monitoring and communication teams provide assistance to the Commission and EASME. The European Investment Bank will manage the two new financial instruments.

For the 2014-2020 funding period, LIFE contributes approximately €3.4 billion to the protection of the environment and climate. CarbonGreen project is funded under the Environment & Resource Efficiency topic, in the field of Thematic Priorities for Resource Efficiency which include green and circular economy. To date, LIFE has co-financed more than 5,000 projects.

At the present time, the LIFE programme 2021-2027 is the only EU funding programme entirely dedicated to environmental, climate and energy objectives. It contributes to the shift towards a clean, circular, energy efficient, climate-neutral and climate-resilient economy, including through the transition to clean energy, to protect and improve the quality of the environment. In terms of specific objectives, the programme seeks to develop, demonstrate and promote innovative techniques, methods and approaches to reach EU environmental and climate goals. It is also to support the development, implementation, monitoring and enforcement of relevant Union legislation and policy, including by improving governance at all levels. An example of this can be enhancing the capacities of public and private actors and the involvement of civil society. The Programme also aims to act as a catalyst for the large-scale deployment of successful technical and policy-related solutions by integrating related objectives into other policies and into public and private sector practices, by mobilising investment and by improving access to finance.
